Speech by Philippe Kirsch, President of the International Criminal Court PACE winter session: consequences of the war between Georgia and Russia, situation in Gaza, financial crisis
The implementation of Resolution 1633 on the consequences of the war between Georgia and Russia, adopted in October 2008, and the humanitarian consequences of the conflict will be one of the highlights of PACE winter session, which will take place in Strasbourg from 26 to 30 January 2009. The PACE Bureau has proposed a current affairs debate on the situation in Gaza and an urgent debate on the consequences of the global financial crisis. The Assembly will also discuss Armenia’s implementation of Resolutions 1609 and 1620, which PACE adopted in April 2008, and will give its opinion on a proposal by the PACE Monitoring Committee to suspend the Armenian delegation’s voting rights. 'I welcome the frank discussions with the Russian authorities and their willingness to engage in a constructive and open dialogue with the Assembly,” said PACE President, Lluís Maria de Puig, at the end of a visit of PACE’s Presidential Committee to Moscow on 18 and 19 January 2009. The Presidential Committee visited Moscow to discuss the implementation of Assembly Resolution 1633 (2008) on the “Consequences of the war between Georgia and Russia” with the highest Russian authorities. Dick Marty (Switzerland, ALDE), Council of Europe Parliamentary Assembly (PACE) rapporteur on the human rights situation in the north Caucasus, expressed his profound indignation following the murder of prominent human rights lawyer Stanislav Markelov, who represented, among others, the family of the victim of Colonel Budanov, the Russian officer sentenced to 10 years in prison in July 2003 for the murder of a young Chechen woman, and who was released last week. PACE President Lluís Maria de Puig has congratulated President Barack Obama on his inauguration, and invited him to address a plenary session of the Assembly in the near future. Mr de Puig warmly welcomed President Obama’s swift action – on his first day in office – to request the suspension of all military tribunals at Guantanamo Bay. (More)

The Council of Europe has a unique opportunity to take up a global challenge, not its usual vocation of maintaining peace, but that of getting humankind to refocus on its environment, according to John Prescott (United Kingdom, SOC), speaking during a Paris meeting of the Parliamentary Assembly’s Environment Committee. “Throughout the 20th century, human beings have served the economy, but in the 21st, it is the economy’s turn to serve human beings and the environment,” he said.
