The Bureau of the Assembly, meeting on 26 January 2001 in Strasbourg with Lord Russell-Johnston in the Chair,
with regard to the follow-up to Resolution 1240 (2001) on the conflict in the Chechen Republic, agreed:
that the Assembly’s component of the joint working group created under paragraph 22 be assimilated to an ad hoc committee of the Bureau for administrative purposes;
to entrust the Secretary General of the Assembly to co-ordinate of the appointment of the 7 members of the Assembly belonging to the working group with the chairpersons of the political groups and the three relevant committees (Political Affairs, Legal Affairs and Human Rights, Migration, Refugees and Demography);
to authorise the ad hoc committee to visit Moscow as soon as possible to carry out the mandate given to it by paragraph 22;
agreed to forward the request by the Parliament of Belarus for a restoration of its special guest status for information to the Assembly’s representatives in the parliamentary troika, and to examine it at one of its future meetings;
asked the President, under Rule 65.2 of the Rules of Procedure, to refer a number of questions of interpretation of the Rules arising from the Part-Session to the Committee on Rules of Procedure and Immunities;
subject to ratification by the Assembly, appointed the members to fill vacant seats on the Monitoring Committee and replaced a number of other members, on the understanding that at this stage this was done for a membership of 76;
reconstituted its ad hoc committee of Chairpersons of Political Groups (“Presidential Committee”);
agreed that both the Committee on the Environment and Agriculture and the Committee on Culture, Science and Education could set up a supplementary standing sub-committees;
approved the composition of the ad hoc committee to observe the parliamentary elections in Moldova (25 February 2001);
approved the draft programme of the Assembly’s meetings in Istanbul (Turkey) from 21-23 May 2001, confirming its previous decision to hold meetings of the Standing Committee, Bureau, Political Affairs Committee and Committee on Equal Opportunities between Women and Men;
agreed to the logo for the Council of Europe for the year 2001 proposed by the Committee Ministers in its Resolution (2000) 2 on the understanding that this logo be reviewed in the near future;
approved the provisional apportionment of the allocation to political groups for 2001;
approved, subject to ratification by the Assembly, the following references, transmissions and modifications in references to committees:
Request for an opinion from the Committee of Ministers on the accession of the Federal Republic of Yugoslavia to the Council of Europe (Doc. 8909): to the Political Affairs Committee and, for opinion, to the Committee on Legal Affairs and Human Rights;
Motion for a recommendation on political prisoners in Azerbaijan (Doc. 8919): to the Committee on Legal Affairs and Human Rights (for report to the Standing Committee);
Request for an opinion from the Committee of Ministers on the draft European Code of police ethics (Doc. 8923): to the Committee on Legal Affairs and Human Rights (for report to the Standing Committee);
Request for an opinion from the Committee of Ministers on the draft 2nd Additional Protocol to the European Convention on Mutual Assistance in Criminal Matters (Doc. 8938): to the Committee on Legal Affairs and Human Rights;
Motion for a recommendation on population displacement in South-Eastern Europe: trends, problems, solutions (Doc. 8936): to the Committee on Migration, Refugees and Demography;
Motion for an order on the situation in Georgia and the entire Caucasus region (Doc. 8958): to the Political Affairs Committee;
Motion for a Recommendation on improving the lot of abandoned children (Doc. 8800): to the Social, Health and Family Affairs Committee (for report to the Standing Committee), modification of ref. 2533;
approved the following meetings outside Strasbourg and Paris:
sub-Committee on International Economic Relations (of the Committee on Economic Affairs and Development) in Geneva on 14 February 2001;
Social, Health and Family Affairs Committee in Brussels on 21 March 2001;
appointed:
Mr Schieder (Austria, SOC) to attend the Standing Committee of the OSCE Parliamentary Assembly in Vienna from 22-23 February 2001;
a member of the Committee on the Environment and Agriculture to attend the Nordic Council meeting on a sustainable Nordic Region in Oslo from 2-3 April 2001;
authorised the following official visits of Assembly representatives:
Mr Atkinson (United Kingdom, EDG) to Algeria from 3-6 February 2001 in the framework of the preparation of the report on the situation in Algeria;
Mrs Markovska (“the former Yugoslav Republic of Macedonia, EPP/CD) to Croatia, the Federal Republic of Yugoslavia and Bosnia and Herzegovina in March and April 2001 to prepare her report on social measures for children of war in South-East Europe;
approved the changes in the membership of the Executive Council of the North-South Centre;
agreed to hold its next meetings as follows:
