The Bureau of the Assembly, meeting on 24 September 2001 in Strasbourg with Lord Russell-Johnston in the Chair,
considered the request submitted by twenty members of the Assembly to hold an urgent debate on “democracies facing terrorism” during the September Part-Session of the Assembly (Strasbourg, 24-28 September 2001), and proposed to the Assembly to agree to it on the basis of a report by the Political Affairs Committee and an opinion by the Committee on Legal Affairs and Human Rights;
proposed to the Assembly to hold the urgent debate on Wednesday 26 September and asked the President and the Secretary General of the Assembly to update the draft order of business of September Part-Session of the Assembly accordingly;
approved the draft Progress Report (Rapporteur: Mr Medeiros Ferreira, Portugal);
with regard to the follow-up to Resolution 1240 (2001) and Recommendation 1498 (2001) on the conflict in the Chechen Republic, took note of the visit by the PACE/Duma Joint Working Group (JWG) to Moscow from 12-16 September, and of a consultation organised by the Group in Strasbourg from 21-22 September on a political solution to the conflict, with the participation of a cross-section of Chechen representatives;
approved the report of the ad hoc committee on the observation of the presidential elections in Belarus (9 September 2001) and authorised its declassification;
took note of the conclusions of the Presidency of the Parliamentary Conference of the Stability Pact (Brussels, 17-18 September 2001);
confirmed its future meetings as follows:
