The Bureau of the Assembly, meeting on 28 September 2001 in Strasbourg with Lord Russell-Johnston in the Chair,
with regard to the follow-up to Resolution 1258 (2001) on “democracies facing terrorism”, asked the Presidential Committee to discuss co-operation and co-ordination between the Assembly and the European Parliament in this field at its next meeting with the Conference of Presidents of the European Parliament on 15 November 2001 in Strasbourg;
considered the preliminary draft agenda of the next Standing Committee (Strasbourg, 8 November 2001) submitted to it;
approved the composition of the ad hoc committee for the observation of the Kosovo-wide elections (17 November 2001) and authorised the Secretary General of the Assembly to organise a pre-electoral mission, probably from 22-24 October 2001;
drew up the lists of candidates for the European Committee for the Prevention of Torture (CPT) in respect of Hungary and the United Kingdom and forwarded them to the Committee of Ministers with a recommendation concerning the Hungarian list;
approved changes to the composition of the Monitoring Committee, subject to ratification by the Assembly;
confirmed the date of 10-11 May 2002 for the next Conference of Speakers and Presidents of European Parliamentary Assemblies in Zagreb and approved a preliminary draft agenda;
proposed the following references, transmissions and modifications in references to committees for ratification by the Assembly:
Motion for an order on voting rights of the people living in Gibraltar (Doc. 9065): to the Committee on Legal Affairs and Human Rights for information in order to take it into account in its report on the execution of judgments of the European Court of Human Rights;
Motion for a recommendation on a common policy on migration and asylum (Doc. 9201): to the Committee on Migration, Refugees and Demography for report;
Motion for a recommendation on the presence of the Council of Europe in Northern Ireland (Doc. 9202): to the Political Affairs Committee for report;
Motion for a resolution on the fight against terrorism (Doc. 9207): to the Committee on Legal Affairs and Human Rights for report and to the Political Affairs Committee for opinion;
Motion for a recommendation on events on the occasion of the G8 Summit in Genoa (Doc. 9221): to the Committee on Legal Affairs and Human Rights for report;
Motion for a resolution on the creation of a joint committee of the Parliamentary Assembly of the Council of Europe and the European Parliament (Doc. 9241): to the Political Affairs Committee for report;
approved the following meetings outside Strasbourg and Paris:
Political Affairs Committee in Vilnius from 19-20 November 2001 for a meeting with the Chairmanship of the Committee of Ministers;
Sub-committee on human rights (of the Committee on Legal Affairs and Human Rights) in Zurich from 21-23 November 2001 for the 7th Round Table on European Ombudsmen;
Committee on Economic Affairs and Development in Brussels from 3-4 December 2001 for a meeting with the respective committee of the European Parliament and a hearing on the Stability Pact;
Political Affairs Committee in Mexico from 9-12 January 2002;
authorised MM Frey (Switzerland, LDR) and Lippelt (Germany, LDR), rapporteurs of the Political Affairs Committee and of the Committee on Legal Affairs and Human Rights on the Federal Republic of Yugoslavia’s application for membership to the Council of Europe, to visit the country during the last quarter of 2001;
appointed Mr Elo (Finland, SOC) or another representative of the Committee on Economic Affairs and Development as the Assembly’s representative to attend the Inter-Parliamentary Union meeting on the occasion of the 4th World Trade Organisation Ministerial Conference in Doha (Qatar) in early November 2001, with no cost to the Assembly;
left it to the President to appoint an Assembly representative to attend the 53rd plenary session of the Nordic Council from 29-31 October 2001 in Copenhagen;
asked the President to write to the Chairman of the Ministers’ Deputies to invite governments of member States to include Assembly parliamentarians in their national delegations to the 56th Session of the General Assembly of the United Nations;
confirmed its future meetings as follows:
