            The Sub-Committee on the Media       meeting in Paris on 28 May 2001 with Mrs Isohookana-Asunmaa in the chair:

-         held an exchange of views on the role of the General Rapporteur on the Media and decided to propose Mr Hegyi (Hungary, SOC) for that post for one year;

-         discussed the latest media developments in member states;

-         considered the possibility of meeting in Berlin in October to take part in a current-affairs workshop of the Prix Europa;

-         decided to hold its next meeting in principle during the coming part-session (Strasbourg, 25-29 June 2001).

The Committee on Culture, Science and Education meeting in Paris on 28 May 2001 with Mr Rakhansky in the chair:

-         held a first exchange of views on a preliminary draft report on young scientists in Europe presented by the rapporteur, Mr Wittbrodt (Poland, EPP/CD);

-         held an exchange of views on follow-up to the Colloquy on Culture and Cooperation in Western Mediterranean on the basis of proposals by the rapporteur, Mr de Puig (Spain, SOC); decided in principle to organise a Colloquy in one country of the Maghreb in 2002 and asked the rapporteur to present an outline programme at the next meeting; 

-         heard a presentation on the European Year of Languages 2001 by Mrs Thalgott of the Modern Languages Division of the Council of Europe, discussed Assembly participation in the Year, decided to take an active part in the European Day of Languages on 26 September 2001; and in the meantime confirmed the participation of the rapporteur on linguistic diversification, Mr Legendre (France, EDG), in the Round Table organised by the European Parliament in Brussels on 30 May 2001;

-         prepared its forthcoming meeting in Yerevan (Armenia) in September, deciding to add education and science to the themes proposed by the Armenian delegation for discussion with representatives of Azerbaijan and Georgia;

-         heard reports:

§         by the Chairman, on his visit to Unesco on 13 March 2001

§          by Mr Valk, on his participation in the European Museum Forum meeting in Pisa on 17-19 May 2001

§         by the Chairman, on the Standing Committee in Istanbul on 23 May 2001;

-         appointed, on the proposal of the Sub-committee on the Media, Mr Hegyi (Hungary, SOC) as General Rapporteur on the Media for one year;

-         designated Mrs Agudo, Mrs Fernandez-Capel and Mr Lemoine as possible members of the “Collegium” of the Magna Charta Observatory of Fundamental University Values and Rights;

-         appointed Mr Hancock to the ad hoc Committee of the Bureau for the joint NGO/Parliamentarians Conference on citizenship and solidarity (Strasbourg, 6-7 November 2001);

-         designated

§         Mr Mattei to the CDBI (Strasbourg, 5-8 June 2001)

§         Mr Libicki to the Opening Ceremony for the Council of Europe Art Exhibition in Magdeburg on 26 August 2001

§         Mr Rakhansky to the Second International Forum on Television and Cinema (Yalta, 7-14 September 2001);

-         authorised Mr Varela i Serra (Espagne, LDR), rapporteur, to visit the OECD in Paris in order to prepare the Committee’s contribution to the September Assembly debate;

-         decided on further meetings as follows:

·        Strasbourg, during the coming part-session (25-29 June)

·        Armenia, early September

·        Strasbourg, 24-28 September

·        Paris, end of October (to be confirmed)

·        Paris, 11 December

            The Sub-Committee on Youth and Sport meeting in Paris on 28 May 2001 with Mr Valk, Mr Rakhansky and then Mr Hancock in the chair:

-         elected Mr Hancock chairman (United Kingdom, LDR);

-         agreed in principle to hold together with representatives of the Bureau of the Steering Committee for Sport consultative meetings on sports in Tbilissi on 17-18 July (Mr Kiely and Mr Martelli) and in Skopje on 4-5 October (Mr Hancock and Mr Valk);

-         designated Mr Hancock for the joint CDEJ and Advisory Council meeting in Strasbourg, on14 June 2001);

-         decided to hold its next meeting in principle during the coming part-session (Strasbourg 25-29 June 2001).

            The Committee on Culture, Science and Education meeting in Strasbourg on 23, 24, 25 and 26 April 2001, under the chairmanship of Mr Rakhansky:

-           approved a report on the cultural situation in Kosovo and adopted a draft recommendation (Rapporteur: Mrs Poptodorova, Bulgaria, Socialist Group);

-           approved a report on the Csango minority culture in Romania (Rapporteur: Mrs Isohookana-Asunmaa, Finland, Liberal, Democratic and Reformers’ Group), took note of a dissenting opinion presented by the Romanian delegation and adopted a draft recommendation;

-           appointed Mr Wodarg (Germany, Socialist Group) Rapporteur for an opinion on the draft protocol to the European Convention on Human Rights and Biomedicine, concerning transplantation of organs and tissues of human origin, approved an opinion and adopted amendments to the report presented by the Social, Health and Family Affairs Committee;

-           appointed Mr Urbanczyk (Poland, Socialist Group) Rapporteur for an opinion to the Committee of Ministers on the draft European for the protection of the Audiovisual Heritage and draft Protocol on the Protection of Television Productions and adopted a draft opinion;

-           considered amendments to the draft recommendation on freedom of expression and information in the media in Europe (Rapporteur: Mr Hegyi, Hungary, Socialist Group);

-           considered amendments to the draft recommendation on protection of the human genome by the Council of Europe (Rapporteur: Mr Martelli, Italy, Group of the European People’s Party);

-           considered amendments to the draft recommendation on technological possibilities for fulfilling the targets of the Kyoto Protocol (to the United Nations Framework Convention on Climate Change) (Reporter: Mr Tiuri, Finland, European Democratic Group) and held an exchange of views with Mr Martinez Casań, Rapporteur to the Committee on the Environment and Agriculture, on the amendments presented to the draft resolution;

-           held an exchange of views on recent developments in the field of the media in Russia with the participation of Mr Venediktov, Radio Echo-Moskvy, and Mr Menet, Reporters sans frontičres;

-           held an exchange of views on a proposal for a Euro-Forum on human genetics and decided to come back to this issue (October 2001) in the light of further elements to be provided by Mr Plattner;

-           held an exchange of views on follow-up to the Gdansk Conference on Science and Technology in Europe, with the participation of Mr Tony Mayer, Head of the Private Office of the Secretary General of the European Science Foundation, decided to consider co-operation in the standardisation of evaluation systems in science and research in central and eastern Europe (Doc. 8412) in the framework of the report on scientific and technological development in the Commonwealth of Independent States (CIS) (Doc. 8323), and confirmed Mr Mateju (Czech Republic, Group of the European People’s Party) Rapporteur;

-           appointed Mr Akhvlediani (Georgia, Liberal, Democratic and Reformers’ Group) Rapporteur on the cultural situation in the transcaucasian region;

-           appointed Mr Valk (Netherlands, Socialist Group) Rapporteur on the spirit of Europe in museums;

-           appointed Mr Varela i Serra (Spain, Liberal, Democratic and Reformers’ Group) Rapporteur on OECD, subject to his agreement;

-           took note of the resignation of Mr Jakic as Chairman of the Sub-Committee on Youth and Sport and appointed MM. Hancock and Liiv as further members of that sub-committee;

-           designated representatives for forthcoming meetings;

-           took note of replies from the Committee of Ministers to the following Assembly recommendations:
