The Committee on Legal Affairs and Human Rights, meeting in Paris on 5 June 2001 with Mr Jansson, then Mr Magnusson, in the Chair, as regards:

-      Structures, procedures and means of the European Court of Human Rights (Rapporteur: Mrs Nabholz-Haidegger, Switzerland, LDR): held an exchange of views with Mr Luzius Wildhaber, President of the European Court of Human Rights, considered an introductory memorandum submitted by the Rapporteur and authorised her to meet the members of the Evaluation Group in Strasbourg;

-      Abolition of the death penalty in Council of Europe observer States (Rapporteur: Mrs Wohlwend, Liechtenstein, EPP/CD): considered, amended and adopted a draft resolution, a draft recommendation and a draft order submitted by the Rapporteur, with a view to a debate during the June 2001 part-session;

-     Draft Second Additional Protocol to the European Convention on Mutual Assistance in Criminal Matters (Rapporteur: Mr Dreyfus-Schmidt, France, SOC): considered, amended and adopted a draft opinion submitted by the Rapporteur, with a view to a debate during the June 2001 part-session;

-      Transfer of sentenced persons (Rapporteur: Mr Enright, Ireland, EPP/CD): considered and adopted a draft recommendation submitted by the Rapporteur, with a view to a debate during the June 2001 part-session;

-      Draft European Convention for the Protection of the Audiovisual Heritage and draft Protocol on the Protection of Television Productions (Rapporteur for opinion: Mrs Gülek, Turkey, SOC): considered and approved an opinion submitted by the Rapporteur;

-      A campaign against trafficking in children to put a stop to the East European   route: the example of Moldova (Rapporteur for opinion: Mrs Nabholz-Haidegger, Switzerland, LDR): considered a report submitted by the Social, Health and Family Affairs Committee, and decided to appoint Mr Jaskiernia (Poland, SOC) as Rapporteur to replace Mrs Nabholz-Haidegger, at her request;

-     Situation in Belarus (Rapporteur for opinion: Mr Svoboda, Czech Republic, EPP/CD): in the absence of the Rapporteur, was informed about the joint visit of its Rapporteur and of the Rapporteur and Chairperson of the Political Affairs Committee, foreseen for 1 and 2 July 2001, in order to look into the situation in the country and the organisation of the presidential election to take place in September 2001;

-      Social consequences of and responses to drug misuse in member States: considered a report submitted by the Social, Health and Family Affairs Committee and appointed Mr Marty (Switzerland, LDR) as Rapporteur for opinion;

-      Joint Working Group on Chechnya (Representatives of the Committee: Mr Bindig, Mrs Nabholz-Haidegger and Mr Spindelegger): heard a statement by Mrs Nabholz-Haidegger on the second meeting of the Joint Working Group (Prague, 24-25 May 2001) and held an exchange of views on the situation in Chechnya;

-      Sub-Committee on Human Rights (Chairperson: Mrs Wohlwend, Liechtenstein, EPP/CD): heard a report by its Chairperson on the meeting of the Sub-Committee held in Salzburg on 30-31 May 2001;

-      Political prisoners in Azerbaijan (Rapporteur: Mr Clerfayt, Belgium, LDR): authorised its Rapporteur to meet in Strasbourg the experts appointed by the Secretary General of the Council of Europe;

-      Freedom of religion and religious minorities in France (Rapporteur: Mr Akçali, Turkey, EDG): asked its Rapporteur to submit to it at one of its meetings during the June 2001 part-session a copy of the French proposition for a law to reinforce the prevention and repression of groups of a sectarian character which infringe human rights and fundamental freedoms;

-      Sub-Committee on Penal Law and Criminology: appointed Mr Akçali (Turkey, EDG) as a titular member;
