FOR THE ATTENTION OF MEMBERS OF THE COMMITTEE ON THE HONOURING OF OBLIGATIONS AND COMMITMENTS BY MEMBER STATES

            The Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe, meeting in Paris on 16 January 2001 with Mr Mota Amaral in the Chair:

-           Latvia (co-rapporteurs: Mr Davis, United Kingdom, SOC and Mr Jansson, Finland, LDR): considered and adopted a draft recommendation on the honouring of obligations and commitments by Latvia for discussion by the Assembly at its January 2001 part-session;

-            Ukraine (co-rapporteurs: Mrs Severinsen, Denmark, LDR and Mrs Wohlwend, Liechtenstein, EPP/CD): instructed the Chair to inform the President of the Assembly of the Committee's repeated support for the request for a debate under urgent procedure on the threats to freedom of expression and the functioning of parliamentary democracy, approved the report presented by Mrs Severinsen and Mrs Wohlwend on their fact-finding visit to Ukraine on 10 - 12 January 2001, and had a preliminary discussion on the contents of a draft resolution and draft recommendation on the subject;

-            Moldova (co-rapporteurs: Mrs Durrieu, France, SOC and Mr Moreels, Belgium, EPP/CD): heard a statement by Mrs Durrieu on recent political developments in Moldova and authorised the co-rapporteurs to travel to Moscow in February 2001 for a meeting with Mr Primakov, Chairman of the State Committee of the Russian Federation, regarding the settlement of the Transnistrian conflict;

-            Georgia (co-rapporteurs: MM. Diana, Italy, EPP/CD and Eörsi, Hungary, LDR): considered, amended and approved a preliminary draft report on the honouring of obligations and commitments by Georgia and instructed the Chair to submit the draft report thus amended to the Georgian authorities for their comments within three months;

-           Post-monitoring dialogue: approved the memorandum on the post-monitoring dialogue updated by the Chair, postponed consideration of the contribution of the Czech delegation to the post-monitoring dialogue with the Czech Republic, considered the contribution of the Lithuanian delegation and instructed the Chair to prepare a draft memorandum on the post-monitoring dialogue with Lithuania ;

-            Relations with the European Bank for Reconstruction and Development: took note of the memorandum prepared by the Chair;

-           Future meetings: decided to meet in Strasbourg on Monday 22 January 2001 at 7 pm, on Tuesday 23 January at 8.30 am and on Thursday 25 January at 8 am.
