FOR THE ATTENTION OF MEMBERS OF THE COMMITTEE ON THE HONOURING OF OBLIGATIONS AND COMMITMENTS BY MEMBER STATES

            The Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe, meeting in Paris on 5 April 2001 with Mr Mota Amaral in the Chair:

-          observed two minutes silence in the memory of Juris Sinka (Latvia, EDG), 1st Vice-Chair, who died suddenly;

-           Ukraine (co-rapporteurs: Mrs H. Severinsen, Denmark, LDR and Mrs R. Wohlwend, Liechtenstein, EPP/CD): heard a statement by the co-rapporteur on her fact-finding visit on 28-30 March 2001; considered the comments by the Ukrainian authorities on the preliminary draft report; considered the updated draft report on the monitoring of obligations and commitments by Ukraine; considered, amended and unanimously adopted – with the abstention of its Chairman – a draft resolution and a draft recommendation; instructed its co-rapporteurs to present them before the Assembly during its forthcoming April 2001 part-session;

-           Moldova (co-rapporteurs: Mrs Durrieu, France, SOC and …): postponed the appointment of the second co-rapporteur to its next meeting;

-           Progress report (rapporteur: Mr Mota Amaral, Portugal, EPP/CD): took note of a preliminary draft report; decided to resume consideration of it at the next meeting; instructed its Chairman to inform the Bureau of the Assembly that its consideration by the Standing Committee will be withdrawn from its agenda of May 2001;

-           Post-monitoring dialogue: decided to discuss at the next meeting the follow-up to its Resolution 1213 (2000) on the monitoring of obligations and commitments by the former Yugoslav Republic of Macedonia, adopted by the Assembly on 5 April 2000;

-           Next meetings:

-         Strasbourg, during the Assembly part-session (23-27 April 2001);

-         Lisbon, on 10 and 11 May 2001 (subject to authorisation by the Bureau);

-         Paris, on 8 June 2001;

-         Strasbourg, during the Assembly part-session (25-29 June 2001).
