The Political Affairs Committee, meeting in Strasbourg on 26 and 28 September 2000, under the chairmanship of Mr Davis (United Kingdom, SOC):

As regards:

-            Conflict in the Chechen Republic: recent developments  (Rapporteur: Lord Judd, United Kingdom, SOC): heard a statement by the rapporteur on the visit of the Bureau’s Ad Hoc Committee in Chechnya and in Moscow (18-21 September 2000), adopted a draft resolution and a draft recommendation and took position on the amendments;

-            Charter of Fundamental Rights of the European Union (Rapporteur for the opinion: Mr Georges Clerfayt, Belgium, LDR: approved a draft opinion and amendments to the draft recommendation and to the draft resolution presented by the Committee on Legal Affairs and Human Rights;

-           The United Nations at the turn of the new century (Rapporteur: Mrs Hanne Severinsen, Denmark, LDR): authorised the rapporteur to take position, together with the Chairman, on possible amendments to the draft recommendation and asked the rapporteur to participate in the meetings organised on the occasion of the visit of the Secretary General of the United Nations, Mr Kofi Annan, to Strasbourg on 3 October 2000;

-                  Sub-Committee on the Middle-East: appointed the following members:

-           Sub-Committee on relations with non-member countries: appointed Mr KIRILOV, SOC, Bulgaria, as alternate of Mr Toshev;

-           6th Conference for Sustainable Developments of the Mediterranean and the Black Sea Basins   (Varna, Bulgaria, 19-21 October 2000): authorised the Chairman to represent the Committee;

-           Next meetings: decided to hold the following meetings:

. Strasbourg, 8 November 2000, 9.30 am – 1.00 pm (in conjunction with the Standing Committee and the Joint Committee)

. Brussels :

-                  21 November (afternoon) and 22 November 2000 (morning) – subject to the Bureau’s authorisation

-                  22 November 2000, (afternoon): joint meeting with the Committee on External Relations, Human Rights, Defence and Security of the European Parliament - subject to the Bureau’s authorisation

. Riga (Latvia), 12-13 December 2000

The Sub-Committee on relations with non-member countries of the Political Affairs Committee, meeting in Strasbourg on 27 September 2000, under the chairmanship of Mr Bergqvist (Sweden, SOC)

As regards:

- Relations with:

-            Japan (Rapporteur: Mr Jacques Baumel, France, EDG): held an exchange of views with members of the Japanese Parliament;

-            United Nations (Rapporteur: Mrs Hanne Severinsen, Danemark, LDR): prepared its next visit to New York (United Nations, on 19-20 October 2000) and held an exchange of views with Mr Pierre-Henri Imbert, Director General of Human Rights and Mr Hans de Jonge, Director, Directorate of Inter-Institutional Co-operation and External Relations) 

- Next meetings: decided to hold its next meetings as follows:

. New York, 19-20 October 2000 (United Nations)

. Strasbourg, during the January part-session (22-26 January 2001)
