Written declaration No. 446 | Doc. 12309 | 22 June 2010
Better economic and political co-operation between San Marino and Italy
In the Italian press there are continuous reports, which show a crisis in the economic and social co-operation between Italy and San Marino, two Member States of the Council of Europe.
From July 1st 2010 the so called Italian ‘decreto incentivi’ will effectively hamper all trade between the two States and therefore has the effect of an embargo.
At the same time Italy accused San Marino of non-co-operation in tax matters. Yet San Marino has left the black list of Moneyval and is now on the white list of the OECD.
The undersigned deplore the fact that the governments of both countries, and in particular the Ministers of Finance, do not meet to resolve their problems and therefore ask both governments to meet before July 1st and make a serious effort to solve any outstanding issues, without inflicting economic damage on each other.
