This written declaration commits only those who have signed it.On 1 January 2012 a 19-year-old man, Vadim Pisari, citizen
of the Republic of Moldova, was shot dead by a military man belonging
to the Russian peacekeeping contingent. The preliminary investigation
proves that the Russian peacekeeper had no reason to open fire on
the vehicle carrying two people, which was crossing the Vadul-lui-Voda
Bridge connecting the two banks of the Nistru River.
The reaction of the local people from the increased security
area villages was a prompt one: spontaneous demonstrations occurred,
in which the protesters demanded the cancellation of the Vadul-lui-Voda
checkpoints and the removal of the stone blocks that hinder free
circulation.
We regret this tragic incident and are concerned about the
possible tensions that may arise in the frozen conflict area.
Recalling the Parliamentary Assembly Resolution 1572 (2007), paragraphs
13,14,15, we encourage all the participants of the 5+2 format negotiations
to organise, as soon as possible, a new meeting, in order to examine the
replacement of the current peacekeeping contingent with an international
civil peacekeeping mission.
