In sub-paragraph 8.1.11, after the words "citizens living abroad", add the following words:

", subject to reasonable restrictions in accordance with the law, such as duration of residence abroad,"

Explanatory note

Amendment proposed at the Committee meeting on 1 October 2012 to reflect the fact that, for example, in certain countries a citizen's right to vote expires after a certain specific period of time.
