Post-monitoring dialogue with Bulgaria

In the draft resolution, paragraph 17.5.4, replace the words "former prisoners" with the following words :

"former political prisoners".

Explanatory note

In this prison, there have also been prisoners convicted for criminal offences. It is necessary to indicate clearly that the recommendation concerns the former prisoners sent there for political reasons, repressed by the communist regime in Bulgaria. It is good to say that in this prison people have also been detained without a legal sentence by a cdourt and have not been treated as prisoners, but as inmates in a concentration camp. The recommendation should also cover this case.
