In the draft resolution, paragraph 7.2.1, replace the replace the words "right to know" by the following words:

"right to an effective investigation and to know the truth".

Explanatory note

Concerning the right to an effective investigation and to know the truth, the United Nations Human Rights Commission stated that the international community should "endeavour to recognise the right of victims of gross violations of human rights, and their families, and society as a whole to know the truth to the fullest extent practicable".
