Missing persons from Europe’s conflicts: the long road to finding humanitarian answers

In the draft resolution, paragraph 7.4, replace the words "those involved" by the following words:

"member States and relevant de facto authorities".

Explanatory note

It is a clarification amendment. I suggest addressing our recommendations to the “member States and relevant de facto authorities”, rather than speaking of those involved in conflict, as many recommendations of this resolution can be implemented only by authorities, whether or not there is an on-going conflict.
