In the draft resolution, replace paragraph 7.1.7 with the following sub-paragraphs:

"provide the police with sufficient resources to work in satisfactory conditions;

take specific measures to ensure that the police give absolute respect for the rights of the persons they deal with;"

Explanatory note

Insufficient resources should not be used as an excuse by the police not to respect the human rights of ethnic minorities. Paragraph 7.1.7, before amendment, allows the police to make that excuse. Instead they should take measures to ensure absolute respect for the rights of the persons they deal with.
