In the draft recommendation, paragraphs 1, 1.1, 1.2 and 1.3, replace the word "sects" with the following words: "religious, spiritual and esoteric groups"

Explanatory note

The word "sects" is discriminatory, pejorative and undefined. It will only serve to target non-traditional groups and this is against recommendations from the OSCE/ODIHR, the UN Special Rapporteur on Religious Freedom, the UNCHR, the Venice Commission as well as previous recommendations from the Council of Europe.
