The “Turin process” for the European Social Charter
Given the outstanding involvement of the Parliamentary Assembly in the High-Level Conference on the European Social Charter held in Turin (Italy) on 17 and 18 November 2014, it is proposed that the Assembly contribute to the “Turin process”, opened by the Secretary General at the above-mentioned Conference, by preparing a specific report.
The report would contribute to the objective of strengthening the international normative system of social rights based on the European Social Charter (ETS Nos. 35 and 163) within the Council of Europe, and with respect to European Union law.
This would reinforce the position of the European Social Charter at the centre of the European political stage, allowing it to show its full potential, alongside the European Convention on Human Rights (ETS No. 5) and the Charter of Fundamental Rights of the European Union, in the name of the indivisibility and interdependence of fundamental rights.
Through this report, the Assembly would have the opportunity to take position in a process which is particularly relevant for Europe today and, in this framework, address recommendations to the Committee of Ministers, the member States and, where appropriate, to the European Union.
