The humanitarian concerns with regard to captured people during the conflict in Ukraine

Since the occupation of Crimea by the Russian Federation and the beginning of the military operations in the eastern territories of Luhansk and Donetsk oblasts of Ukraine, hundreds of Ukrainian servicemen and civilians have been reported captured or abducted.

The detention conditions of captured people, according to the testimonies of released persons, are inhuman and degrading. They are often subject to tortures, ill-treatment and sexual violence. Moreover, there is also evidence of the execution of people in captivity by the terrorist armed forces.

As reported by the Ministry of Defence of Ukraine, dozens of Ukrainian soldiers are being detained on the territory of the Russian Federation.

The Parliamentary Assembly is particularly concerned with the illegal detention by the Russian Federation of the Assembly member, Nadiya Savchenko, who was captured by terrorist armed groups in June 2014. Despite a number of appeals from the Assembly, the Russian authorities continue to prolong her pre-trial detention.

The Assembly is very concerned with the situation and calls on all parties of the conflict to respect their international commitments and release all hostages and persons illegally detained in the context of the conflict in Ukraine as stipulated in the set of measures signed on 12 February 2015, concerning the implementation of the Minsk agreements.
