After the Brussels attacks, urgent need to address security failures and step up counter-terrorism co-operation

In the draft resolution, paragraph 1, after the first sentence, insert the following sentence:

"These attacks have been the latest in a series of serious terrorist acts, including the ones in Paris, Ankara and Istanbul targeting the Council of Europe member States."
