Human rights in the North Caucasus: what follow-up to Resolution 1738 (2010)?

In the draft resolution, after paragraph 3.6, insert the following paragraph:

"The general brutalisation of society and practises does not only harm women and girls, but also LGBTI or perceived LGBTI people as illustrated through recent reports in the media."

Explanatory note

Recently the independent newspaper Novaya Gazeta reported a number of men believed to be gay had been abducted, tortured and some also killed as a result of treatment in custody - one killed by his family in a so-called "honour killing". These reports merit serious investigation by Russian federal authorities.
