Human rights in the North Caucasus: what follow-up to Resolution 1738 (2010)?

In the draft resolution, paragraph 3.2, after the first sentence, insert the following sentence:

"It is regrettable that JMG had to withdraw its teams from the Chechen Republic in early 2016 for security reasons."
