Human rights in the North Caucasus: what follow-up to Resolution 1738 (2010)?

In the draft resolution, after paragraph 3.4.3, insert the following paragraph:

"according to the action plan submitted by the Russian Government to the Committee of Ministers, investigations into almost all cases falling under the "Khashiyev group" have now been suspended;"
