Human rights in the North Caucasus: what follow-up to Resolution 1738 (2010)?

In the draft resolution, at the end of paragraph 8.1, insert the following words:

"and consider submitting an Inter-State application against Russia for the systematic non-implementation of the judgments under the “Khashiyev” group of cases".
