Ensuring greater follow-up of CPT recommendations: enhanced role of PACE and of national parliaments

This motion has not been discussed in the Assembly and commits only those who have signed it.

In its Resolution 2160 (2017) entitled “25 years of the CPT: achievements and areas for improvement”, the Assembly decided that it could “develop its role in contributing to the follow-up of CPT recommendations, in particular by encouraging national parliaments to adopt a proactive approach towards them. National parliaments could discuss CPT reports and/or public statements on their respective countries in their competent parliamentary committees and bring the findings of the CPT, as well as the follow-up given to its recommendations, to their governments’ attention through parliamentary questions.”

The Parliamentary Assembly should follow up on this decision and look more in depth into concrete measures that could be taken both at the Assembly level and in the national parliaments to ensure greater follow-up of CPT recommendations. Activities could be envisaged in the framework of Assembly parliamentary co-operation activities in national parliaments. Some inspiration could also be drawn from existing practices in national parliaments when it comes to the implementation of the judgments of the European Court of Human Rights.
