In the draft resolution, paragraph 7, delete all words after "Taking into consideration the Committee of Ministers’ decision in Helsinki," and replace with the following words:

"the Assembly decides by way of derogation from Rule 11.3 of its Rules of Procedure to add a new line at the end of 11.3 which reads as follows: "in exceptional circumstances, confirmed by the Parliamentary Assembly, appointments can be made at a later date. The Assembly shall decide by using the electronic voting system and by a two-thirds majority of the votes cast"".
