In the draft resolution, delete paragraph 4.

In the draft resolution, at the end of paragraph 4, delete the last sentence "For its part, the Assembly is firmly committed to making this proposal operational as soon as possible." and replace with the sentence:

"The Assembly is willing to engage with the Committee of Ministers to establish a new sanction procedure and will take its old existing sanction procedure out of its Rules of Procedure as soon as a fully operational joint sanction procedure is in place."
