In the draft resolution, before paragraph 5, insert the following paragraph:

In the draft resolution, at the end of paragraph 5, insert the following sentence: "In reply to the Committee of Ministers, the Assembly will welcome any country participating in these votes mentioned that has fully fulfilled its financial obligations towards the Organization".
