In the draft resolution, after paragraph 12, insert a new paragraph:

"With this Resolution, the Assembly reaches out its hand to the Russian Federation to find a positive way out of the current crisis. We invite the Russian Federation to accept this friendly gesture by showing its renewed commitment to the Rule of Law. The suspects of the murder of Alexander Litvinenko, the murder attempt of Sergei and Yulia Skripal and the indicted Russian Officers allegedly related to the downing of Malaysian Airways MH17 are still at large on the territory of the Russian Federation. The Assembly calls upon the Russian authorities to spare no effort to honour the extraditing requests by various member States. In the absence of an extradition and/or unsatisfactory progress made by the Russian Federation, the Assembly can then revisit the decisions taken in the report "Strengthening the decision-making process of the Parliamentary Assembly concerning credentials and voting" and to reinstate the old sanction mechanism in the same way as it has been cautiously applied in the past.
