In the draft resolution, after paragraph 12, insert the following paragraph:

In the draft resolution, after paragraph 12, insert the following paragraph: “With this resolution, the Assembly reaches out its hand to the Committee of Ministers and the Russian Federation to find a positive way out of the current crisis. The Assembly hopes that the Committee of Ministers and the newly elected Secretary General can come up with a new joint sanction procedure by January 1st 2020. In the absence of a new joint sanction procedure and/or unsatisfactory progress, the Assembly preserves itself the right to revoke the decisions taken in the report “Strengthening the decision-making process of the Parliamentary Assembly concerning credentials and voting” and to reinstate the old sanction mechanism in the same way as it has been cautiously applied in the past. The Assembly also calls upon all 47 member States and the Russian Federation in particular to constructively engage in this process and to abide by the Statute.
