Strengthening the decision-making process of the Parliamentary Assembly concerning credentials and voting

In the draft resolution, replace paragraph 9 with the following paragraph:

In the draft resolution, replace paragraph 9 with the following paragraph: “However, the Assembly recalls that it may decide, pursuant to Rule 10.1.c of its Rules of Procedure, to take collective measures against its members by depriving or suspending the exercise of a number of participation and/or representation rights in the activities of the Assembly and its bodies, based on a breach or a violation of the provisions of its Rules of Procedure, the Statute of the Council of Europe or persistent failure by member State to honour its obligations and commitments and lack of its co-operation in the Assembly’s monitoring procedure, in the context of the procedure for challenging or reconsidering national delegations’ credentials on procedural or substantive grounds.”

Explanatory note

The aim of this amendment is to highlight the substantive grounds on which credentials may be challenged according to the rule 8.2 and to reconfirm the exceptional importance of the Assembly’s monitoring procedure, as a control mechanism of compliance by member States with their obligations and commitments.
