MOTION FOR A RECOMMENDATION

on the establishment of a European police force

to guarantee respect for human rights

presented by Mr PINI and others


1.       The Assembly, outraged by the abominable, barbaric acts still being widely committed in some states of former Yugoslavia, condemns them most forcefully and refers to its Resolution 994 (1993) on the massive and flagrant violations of human rights in the territory of former Yugoslavia.

2.       It notes that all attempts to restore peace have failed abysmally and that even the presence of the UN peace-keeping force FORPRONU (blue berets) has proved unable to impose a solution.

3.       The Assembly therefore recommends that the Committee of Ministers ask the Council of Europe member states to take every possible step, as a matter of urgency, to promote the establishment of a European police force (blue-and-yellow berets) which would be provided with the means to guarantee respect for human rights in European countries at war.
