to ask the Committee of Ministers

whether any invitations have ever been sent to Finland, Portugal, Spain and Yugoslavia to attend committees of experts appointed by the Committee of Ministers, cither as full participants or as observers, and, in the affirmative, whether such invitations were declined and if so what reasons were given.
