MOTION FOR A RESOLUTION

on the political situation in Iran

presented by Mr FOSCHI and others


      The Assembly,

1.       Recalls its unqualified condemnation of terrorism, which denies democratic values and human rights;

2.       It is concerned at the continuing gross violation of human rights in Iran, which has been repeatedly condemned by the Council of Europe and also condemned in a strongly worded resolution of the United Nations Commission on Human Rights dated 4 March 1993;

3.       The Assembly takes note of the January 1993 report of the Special Representative of the United Nations, Mr Galindo Pohl, on the situation of human rights in Iran, in which he has stated that the situation of human rights is far from improved, and that the Iranian regime has taken no measures to adjust to internationally accepted standards of human rights such as the International Bill of Human Rights;

4.       It also takes note of the 5 April air attack conducted by Iranian Phantom jets on one of the N.L.A. bases on Iraqi territory, with the aim of assassinating Mr Rajavi, leader of the Iranian Resistance, which resulted in the death of N.L.A. combatant and the injury of twelve others;

5.       The Assembly is appalled by the political assassination of Mr Mohammad Hossein Naghdi, representative of the National Council of Resistance of Iran in Rome, perpetrated on 16 March 1993 reportedly by the trained agents of the Tehran regime;

6.       It takes note of Mr Naghdi's efforts, particularly to protect and promote human rights in Iran, to reveal terrorist activities of the Iranian fundamentalist regime, and of his lengthy struggle for democracy as NCR representative to Italy;

7.       The Assembly expresses its abhorrance at statements made by Iranian officials in support of international terrorism, and the distinct rise in assassinations of opposition activists of the Iranian Resistance outside Iran;

8.       It considers that, in addition to human rights violations in Iran, the present regime employs state-sponsored terrorism in its foreign policy;

9.       The Assembly also remembers the European Parliament resolution of 22 April 1993 on infringements of human rights in Iran;

10.       The Assembly,

i.       Condemns the persisting violations of human rights in Iran, and the escalating terrorist activities of Iranian agents outside Iran;

ii.       Vehemently condemns the political assassination of Mohammad Hossein Naghdi, NCR representative in Rome;

iii.       While expressing its deepest sympathy with Mr Naghdi's family, supports the appeal by the President of the National Council of Resistance of Iran, Mr Massoud Rajavi, to the Italian Prime Minister to use every possible means to arrest the terrorists involved in Mr Naghdi's murder, and supports requests for the closure of the Iranian regime's embassies which are proven to have links with terrorist activities;

iv.       Calls upon the Foreign Ministers of members states

      a.       to raise the issue of state-sponsored terrorism by the Iranian regime in their next meeting,

      b.       to consider tabling a resolution at the United Nations Security Council to impose an effective oil and arms embargo on the Tehran regime,

      c.       to report the results of the meeting to the next meeting of the Assembly;

v.       Further calls on the member states to establish dialogue with the National Council of Resistance of Iran to find and take effective preventive measures against the alarming rise in terrorist activities of Iranian agents in Europe.
