Quorum in committees

MOTION FOR A RESOLUTION

presented by Lord FINSBERG and others

This motion has not been discussed in the Assembly and commits only the members who have signed it


1.         The Assembly notes that since 1994 some committees have experienced increasing problems in order to dispose of a quorum.

2.         It underlines that these difficulties lead to a waste of time and to an increase in expenses which are a hindrance to the progress of the work of the Assembly.

3.         The Assembly notes that since 1991, the WEU Assembly has introduced a new system on the quorum which constitutes a remedy for the afore-mentioned problems and has proved its worth.  In accordance with those provisions, if the Chairperson of a committee finds that the quorum has not been reached at the opening of a meeting, he/she shall have the power to close the meeting and forthwith open a subsequent one for which the quorum is deemed to have been reached irrespective of the number of those present.

4.         The Assembly considers that, subject to the necessary adjustments, this system could be taken over in its own Rules of Procedure.

5.         Consequently, it considers it necessary to amend Article 45, paragraph 10.
