WRITTEN QUESTION No. 362 by MM. HAGÅRD, JANSSON and Mrs WOHLWEND
on non-payment of compensation despite a decision by the European Court of Human Rights
Considering that in accordance with Articles 53 and 54 of the European Convention on Human Rights, the High Contracting Parties undertake to abide by the decisions of the European Court of Human Rights in any case to which they are parties and that the judgements of the Court are transmitted to the Committee of Ministers which shall supervise their execution;
Considering that there are a number of judgments where the European Court of Human Rights has awarded compensation to applicants because of a violation of the provisions of the Convention; it appears however that in a number of cases the contracting party concerned has not or not yet paid this compensation,

To ask the Committee of Ministers :
Whether it could indicate in which cases the compensation decided by the European Court of Human Rights has not or not yet been paid after a delay of six months, (which must be considered reasonable) and what are the reasons for this non-payment or delay in payment.
