Need for political and civil rehabilitation of people who have suffered repression from the communist regimes in Europe

This motion has not been discussed in the Assembly and commits only those who have signed it.

The Parliamentary Assembly of the Council of Europe:

Reaffirming its position expressed in its Resolution 1481 (2006) on the “Need for international condemnation of crimes of totalitarian communist regimes” and, especially in paragraph 12, where it is stated that: “Therefore, the Assembly strongly condemns the massive human rights violations committed by the totalitarian communist regimes and expresses sympathy, understanding and recognition to the victims of these crimes”;

Admiring the fact that in many of the Council of Europe member states steps have already been taken for national reconciliation, including political and civil rehabilitation of people who have suffered repression from totalitarian communist regimes in Europe by giving them financial compensation and supplementing additions to their pensions;

Call upon the Committee of Ministers to:

  • organise a survey on the issue in the European member states which have suffered from totalitarian communist regimes, to set up common standards for compensation of the victims and to report back to the Assembly on the situation on this issue,
  • encourage those member states which have not yet done this, to implement measures for national reconciliation which include politcial and civil rehabilitation of the people who have suffered repression during the communist regimes in Europe.
