The administrative organisation of large metropolises: a key to strengthening local democracy in Europe

This motion has not been discussed in the Assembly and commits only those who have signed it.

The Parliamentary Assembly observes that the administrative organisation of certain European cities is no longer appropriate to the real situation.

A change in administrative structures with the aim of developing the economic, social and cultural sectors and also improving infrastructure in the fields of transport, telecommunications and energy, tourism promotion and development etc, seems particularly necessary in large metropolises.

The inhabitants of large cities and neighbouring municipalities are confronted on a daily basis with problems related to road traffic, sanitation services and the lack of coherent urban development programmes.

It would be desirable for the Assembly to reflect upon the modernisation of administrative entities in order to enhance the development of local democracy and the establishment of good governance and ensure full citizen participation in local life. The fruits of this reflection will provide a contribution to the works of the 16th Session of the European Conference of Ministers responsible for Spatial/Regional Planning (CEMAT) to be held in Paris in 2012.
