This written declaration commits only those who have signed it.We, the undersigned, declare the following:
After nearly a decade of dedicated, expert review and research-based
revision, the International Classification of Diseases, 11th Revision
(ICD-11) was approved by the World Health Assembly in May 2019 in
Geneva, Switzerland.
Unfortunately, several States have indicated that they do
not intend to implement ICD-11 for years or even decades. This delay
exposes the most marginalised to continued gaps in their right to
health, and harms health care systems throughout the continent and
globally.
We call upon Council of Europe member States to swiftly implement
the full revised version of the ICD and promote the right to the
highest standards of health for all.
